Position Description:

Job Title: DOT and Fleet Compliance Analyst (Internal Candidate Being Considered)

Position Purpose:

This position will assist the Sr. Manager of Fleet Safety & Compliance in leading the company’s regulatory compliance, risk management, and safety training initiatives and programs. The position will be instrumental in ensuring compliance with applicable DOT, FMSCA and MTO guidelines. The DOT Analyst analyzes research, investigates and evaluates any area of non-compliance regarding the regulatory process by notifying Field Managers in order to ensure that all required documentation meets regulatory compliance with the Federal Motor Carrier Safety Administration and The Home Depot’s policies and procedures.

Major Tasks, Responsibilities & Key Accountabilities:

40% - Ensure vehicles within The Home Depot Rental’s fleet are compliant with DOT, IFTA, NY HUT, MTO rules and regulations. Ensure all vehicles asset compliance with registration, licensing and title requirements. Coordinate replacement, temporary and changes in registration or driver assignments. Oversee and maintain master vehicle asset list.

20% - Coordinate the fleet vehicle preventative maintenance (PM) program and ensure vehicle assets undergo scheduled preventive maintenance. Ensure all commercial motor vehicles meet Federal Annual Inspection Requirements set forth in FMCSR Part 396.

10% - Ensure vehicles have all necessary electronic logging device (ELD) hardware and that compliance requirements for malfunctioning ELD’s and rented vehicles are being met. Coordinate return merchandise authorization (RMA) process for vehicle ELD third party administrator.

5% - Maintain both DOT and NON-DOT accident registers. Analyze DOT accidents and vehicular incidents for trends. Calculate vehicle incident rate (VIR) and DOT recordable incident rate.

5% Compile and prepare reports and documents pertaining to vehicle safety and compliance activities including investigating root causes and corrective actions for fleet accidents/incidents.

5% - Coordinate driver vehicle inspection reporting (DVIR) process for vehicle fleet. Analyze DVIR data for compliance with FMCSR Part 396.   

5% Analyze vehicle telematics data produced by ELD’s to identify trends in fuel efficiency, malfunctions, errors and related data.

5%- Analyze CSA data to identify trends in violations. Ensure DOT violations requiring repairs have completed repairs and that records are maintained. Initiate FMCSA DataQ request to correct incorrect information and/or contest noted violations.

5%- Prepare executive and field support reports on vehicle compliance with Federal regulations and The Home Depot policies.

 

 Nature and Scope:

No direct responsibility for supervising others.

Environment Job Requirements:

  1. Located in a comfortable indoor area.  Any unpleasant condition would be infrequent and not objectionable.

ESSENTIAL SKILLS:
MINIMUM QUALIFICATIONS
Must be eighteen years of age or older.
Must be legally permitted to work in the United States.


Preferred Qualifications:

  • Experience with Six Sigma or other Process Improvement Methodology
  • Advanced in Microsoft Office Suite including Access, Excel, PowerPoint, Project, Word and Visio.
  • Associates degree or higher.
  • Business Analysis: Clarifies and resolves complex business issues by breaking them down into meaningful components to determine root cause and redesigning internal and external business processes.
  • Business Communication: Writes, speaks, and presents clearly and succinctly across a variety of communication settings and adjusts communication style to the audience by translating and articulating technical concepts to nontechnical groups.

  • 2 years’ experience with compliance administration
  • Must possess excellent organizational skills to ensure all work is accurately completed in a timely fashion.
  • Outstanding written and verbal communication skills to clearly articulate at all levels is critical.
  • • Strong attention to detail.
