**Job Summary**

AECOM has an opportunity for an Information Operations Planner to provide research, planning and analysis support to U.S. Pacific Command (USPACOM) Operations Directorate. USPACOM J39 is an operationally focused center for all Information Operations related matters supporting strategic objectives and plans in the USPACOM AOR.

This position will support the directorate with comprehensive and integrated Information Operations concepts, plans and assessments which support USPACOM goals and objectives. This candidate will conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational concepts and plans, distilling that research into recommendations for Measures of Effectiveness (MOE) and Measures of Performance (MOP) by which to assess the effectiveness of IO plans and operations. The candidate will be responsible to review, assess and compile documentation on USPACOM IO actions and activities in order to satisfy OSD and Joint Staff reporting requirements.

This position will provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USPACOM senior leader consumption. The candidate for this position must be able to provide assistance on short timeline responses to answer specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent national security policies, military strategies, vulnerability assessments, threat and intelligence assessments, in order to inform planning efforts and new concept development. Assist in coordination with other Department of Defense entities, including other Combatant Commands, the Joint Staff, the Office of the Secretary of Defense, the military Services and PACOM’s component and sub-unified commands.

**Minimum Requirements**

This position requires a bachelor's degree and minimum of ten (10) years of experience supporting the DoD; desired at least five (5) years’ experience working in the Information Operations community. The candidate must demonstrate excellent written and spoken communications as well as experience in IO capability assessment, exercise participation, operational planning, intelligence collaboration, and OPLAN integration.

The candidate for this task must be able to obtain a TOP SECRET clearance and must be eligible for access to Sensitive Compartmented Information (SCI), based on current single-scope background investigations. The candidate may require access to Special Technical Operations (STO), Additional Compensatory Control Measure, and Special Access Program (SAP) materials. The candidate will not be required to store these types of materials. Access to SCI material is mandatory to perform Information Operations (IO) tasks. The candidate will also comply with applicable DoD, DISA, NSA, CIA, and DIA security regulations as well as the appropriate industrial security regulation.

BA or BS degree and 10 years of experience.

- 5 years experience in military operations

- 5 years experience working in Information Operations

- 3 years experience in joint matters (COCOM, Joint Staff, OSD)

- 3 years experience on military staff office (Service HQ, Major Command, OSD, JS)

- Knowledge of Indo-Asia-Pacific region

- Experience in operational and/or strategic levels of DoD planning and/or execution

- Excellent oral and written communication skills

- Proficient at authoring analytical or policy documents

- Proficient at Microsoft Office applications (Word, Excel, Powerpoint)

**Preferred Qualifications**

Additional Qualifications:

- Experience with Classified Material Security and Handling Procedures

- Possess excellent analytical reasoning skills

- Applicants may be required to take a polygraph examination.

Travel: Potential to travel in the US and internationally; approximately 10% of the time
