**Job Summary**

AECOM is actively seeking a creative, highly talented Contract Specialist for immediate employment for the Dallas, TX office. AECOM is proud to provide our employees with exciting, challenging projects.

The responsibilities of this position include, but are not limited to, those listed below:

+ Coordinate system procurements requiring multiple solicitations, development and understanding of procurement plans, schedules, and negotiation strategies.

+ Prepare and develop pre-solicitation plans, including clarification of requirements, specifications, and schedules for DART’s most complex procurements. Analyze requirements and select contract type including terms and conditions. Coordinate w/ other DART functional areas to facilitate procurements.

+ Develop solicitations in accordance w/ DART’s Procurement Regulations, Procedures Manual, and other requirements of Federal, State and local laws.

+ Conduct pre-proposal conferences w/ suppliers. Review and evaluate bids and/or offers in coordination w/ department technical representatives.

+ Maintain liaison w/ DART and technical department or with industry contacts. May act as an official spokesperson regarding contract matters for DART.

+ Plan and conduct negotiations, and serve as the negotiation team leader for assigned procurements. Prepare contract documents and coordinate award of contract. Make recommendation for award/no award of contracts.

+ Maintain responsibility for the development of pre-negotiation position. When appropriate, serve as chairperson on the technical evaluation of proposals and plans. Control discussions w/ offerors and document discussions.

+ Manage contract administration from inception through final closeout which includes: monitoring contractor activities to ensure compliance w/ the provisions of the contract; acting as liaison w/ the contractor and DART technical staff; approving payments, contract interpretation, and resolution of disputes; and creating contract modifications and change orders, as necessary. Maintain complete files and current contract status. Initiate default or termination actions, or institutes negotiation procedures.

+ Close out contracts including obtaining appropriate releases, acceptance certificates, warranties, and disposition of retained payments. Perform self-audits as assigned for contract and solicitation files.

+ Perform other related duties as assigned.

**Minimum Requirements**

+ High School Diploma.

+ 5+ years' experience.

+ Must be able to work as a team and demonstrate team spirit and collaboration with others.

**Preferred Qualifications**

+ 8+ years' experience preferred
