**Job Summary**

AECOM seeks a Chief of Party for an anticipated USAID program in the Philippines that will design and implement interventions to assist vulnerable communities in areas affected by conflict.. The program will pursue three objectives that align with the early recovery and rehabilitation phases: Early recovery needs of individuals displaced by the Marawi conflict addressed; Internally Displaced Persons (IDP)s transitioned to social and economic stability; and Conditions established for local governments and communities in and around Marawi to address their long-term rehabilitation needs. Ideal COP candidate should additionally have the following qualities:

+ Be willing to have close, daily collaboration with USG in-country staff;

+ Take programmatic and strategic direction from USG staff, but also be able to operate independently of USG or home office direction and supervision;

+ Have strong management and leadership skills, including the ability to mentor staff;

+ Be a “hands on” manager who is actively engaged in all aspects of program management;

+ Have demonstrated past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming ideally;

+ Be flexible to potential changes in program objectives, and shifting political contingencies.

**Minimum Requirements**

+ A minimum of five (5) years of management experience in supporting IDP populations in social and economic integrations, civil society strengthening, stabilization activities, inclusive governance, and infrastructure planning in developing countries;

+ Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs;

+ Bachelor’s degree in an associated field;

+ Experience with activity design, grant management, development, and implementation;

+ Fluency in English required.

**Preferred Qualifications**

+ Experience in Philippines or in Asia in similar environments

+ Ability to excel in cross-cultural settings
