**Job Summary**

AECOM is actively recruiting for a mid-level Program Management Support Specialist with demonstrated skills in acquisition and contract management for a Navy Submarine subsystem program office.The position will be located at the Washington Navy Yard.

The successful candidate will provide contract administration and technical support to the PEO-SUB SBIR/STTR Technology Manager of Undersea Warfare Program (SEA073); Duties will include:

1. Provide Program Management Support to the NAVSEA SBIR/STTR Technology Manager in support of awarding and monitoring SBIR/STTR Phase I and II contracts for Team Submarine

2. Perform a variety of acquisition and financial related tasks in the areas of program management, data analytics, and mid-level contract administration under limited supervision.

3. Frequent interface with internal functional teams and external customers for planning, prioritization and resolving all contract related issues for SBIR initiatives.

4. Develop, review and manage senior level programmatic requirements such as technical guidance, procurement requests, contract modifications, technical instructions, and senior level briefings

5. Assist in preparation, review, and analysis of annual budget allocation; prepare funding documentation for execution of RDT&E appropriations; providing input to Contracting Officer’s Representative spreadsheets, Procurement Requests (PRs), and briefings

6. Monitor RDT&E execution and performance and prepare analyses and reports for Technology Manager, financial and program managers

7. Develop and maintain spreadsheets and routine program analyses to generate reports and documentation as directed

8. Interact and advise internal and external customers on administrative issues of specific SBIR Phase I and II matters, as required.

9. Manage support team including one (1) contract analyst’s day-to-day duties which include: maintaining contract files and electronic tracking systems to analyze and report on schedules and deliverables.

10. Provide assistance in generating Navy correspondence and reports.

11. Attend meetings, conferences and annual training conferences and workshops.

12. Position requires interface with Navy Program Office personnel for planning prioritization and issue resolution of overall activities in support of the SBIR Program.

13. Use Microsoft Word and Excel for processing correspondence and maintaining spreadsheets and routine databases for management of filing and tracking systems. Perform other position-related duties as assigned or requested

14. Perform other general administrative and program management tasks as directed by the customer.

**Minimum Requirements**

+ Bachelor's degree in Business Administration or related job field. Two years of job-related experience may be substituted for each year of college.

+ At least five years of job-related experience or equivalent.

+ An Interim SECRET Security Clearance (minimum)

**Preferred Qualifications**

Experience in DoD budget / program management support, financial support, development and maintenance of finance metrics, and funds execution is highly desired.
